2017 State Procurement Process

The Massachusetts state budget includes funding to support critical local, community-based programs to provide support and services to victims and survivors and to promote outreach, education and prevention of sexual and domestic violence. The services that have been supported by these funds in the past include:

  • Rape Crisis Services
  • Community Based Domestic Violence Services
  • Services for Immigrant and Refugee Victims and Survivors
  • Services for LGBTQ Victims and Survivors
  • Supervised Visitation Services
  • Child Witness to Violence Services
  • Intimate Partner Abuse Education Programs

The Department of Public Health (DPH) is the state agency that procures (i.e., pays for through contracts) these services from local organizations. The funds have not been open for bid since 2006. This open bid process, set to be open in November of 2016, is an opportunity for local, community-based organizations to apply and/or reapply for these funds.  The new contracts would begin in July 2017 (Fiscal Year 2017).

All information is made available to the public on COMMBUYS--the only official record system for the Commonwealth of Massachusetts Executive Departments. This free, internet-based service provides access to all public procurement information regarding new contracts, services, and vendors. General information about the bid solicitation is open to the public, however, organizations must register with the system before submitting an application.

  • Information about bidders' conferences that will be held, and a timeline for the procurement process
  • Resources and reports providing background materials about sexual and domestic violence best practices
  • Data gathered from focus groups, research reports, and feedback from community stakeholders and survivors
